This policy document was compiled from the DPRU Working Paper 09/139, Labour Reform in South Africa: Measuring Regulation and a Synthesis of Policy Suggestions by Haroon Bhorat & Halton Cheadle. Funding for this project was provided by the Second Economy Project, an initiative of the Presidency, situated within Trade and Industrial Policy Strategies (TIPS). The purpose of this project is to contribute to reducing poverty and inequality in South Africa by supporting the government to develop a Strategy for the Second Economy, as part of its Accelerated Shared Growth Initiative of South Africa (Asgi-SA).
