Course Introduction
What is Monitoring and Programme Evaluation?
Programme evaluation is the systematic inquiry to improve and determine
the value of programmes, policies, projects, communities, organisations and
persons in the quest for social betterment. Monitoring usually refers to
tracking the implementation and overall progress of the programme.
Who should enrol for this programme?
The programme is aimed at people who wish to enhance their expertise in
programme evaluation, specifically in the areas of people management and
public sector service delivery. It is also aimed at Honours students who
wish to apply their social science research knowledge and skills in the
workplace, either in a job or as a consultant.
In order to qualify for selection into the programme, you should have an
Honours degree and knowledge of social research methods/statistics. Academic
performance and the University’s employment equity policy are also taken
into account when we do student selection.
Can I do this if I work full time?
Classes are scheduled from 17h00-19h00, two days per week. All learning
activities are scheduled to suit people who work full time.
How long is this programme?
The Masters programme is a one-year, full time programme. The course
starts in February and ends in December.
What does the programme offer?
The central theme of the programme is monitoring and programme
evaluation; in other words, tracking the implementation and determining the
value or worth of specific human resource interventions and public sector
programmes. You will learn how to use models, principles and methods to find
out whether a programme works or not. You will also acquire the skills to
improve a programme that is not working too well.
The programme consists of two parts: a coursework section and a research

- Human resource programme evaluation
- Evaluating organisational behaviour
- Monitoring
The research dissertation requires students to write a 20,000 word
evaluation of an existing people management, human service or public sector
programme.
